Business Community Urges Impeachment Trial for Vice President

The Financial Executives Institute of the Philippines (Finex), representing the country’s business community, has called on the Senate impeachment court to proceed with the trial of Vice President Sara Duterte. Finex emphasized that the impeachment process serves as a crucial “guardrail” to ensure officials adhere to the constitutional framework.
In the past 25 years, the Philippines has seen three high-ranking officials impeached by the House of Representatives: former President Joseph Estrada in 2000, former Ombudsman Merceditas Gutierrez in 2011, and former Supreme Court Chief Justice Renato Corona, also in 2011. While Gutierrez resigned before her trial, Estrada’s trial was abruptly halted, leading to significant political upheaval. Corona, however, was convicted in 2012 for failing to disclose his assets, becoming the first top official to be removed from office and perpetually disqualified from public service.
The impeachment process is often characterized by procedural complexities. Recently, House prosecutors accused the senator-judges of delaying Duterte’s impeachment, a predictable dynamic between the legislative chambers. The Senate impeachment court, after convening on June 10, voted to return the articles of impeachment to the House. The presiding officer, Senate President Francis Escudero, issued two directives: a formal certification of constitutional compliance from the House, and an confirmation of their readiness to prosecute.
While the House prosecutors promptly certified the complaint’s constitutional validity, they hesitated on the second directive, citing the non-convening of the 20th Congress. They plan to request the Senate to proceed with pre-trial procedures instead. Escudero’s insistence on proper form and structure, though potentially frustrating for those seeking immediate action, is seen as a cautious approach to prevent legal vulnerabilities and potential acquittals on technicalities. A meticulously constituted court is deemed essential for a credible ruling.
In a separate development, Escudero condemned a reported plan to deport Asian immigrants, including Filipinos, to Libya. He asserted that Filipinos are human beings deserving of rights and urged the Philippine Ambassador to the US to monitor the situation and provide legal assistance.
Concerns also remain for overseas Filipino workers (OFWs) amid escalating geopolitical tensions in the Middle East. With millions of OFWs in the region, there’s apprehension about them being caught in potential conflict. Questions have been raised regarding the preparedness of defense officials to address the heightened risks for the Philippines, given the nine Filipino military bases used by the US armed forces under an enhanced defense cooperation agreement. The recent US approval for the sale of 20 F-16 aircraft to the Philippines, to be financed by a long-term loan from the US, has also sparked debate, with industry experts considering the F-16 to be an obsolete aircraft.
