Comelec Enforces Landmark ‘Money Ban’ in Western Visayas Ahead of 2025 Elections

MANILA, Philippines — A groundbreaking “money ban” is now in effect across Western Visayas, as the Commission on Elections (Comelec) intensifies efforts to combat vote-buying ahead of the 2025 national and local elections.

From May 10, individuals are prohibited from carrying more than P500,000 in cash if accompanied by campaign materials. The regulation is being enforced through heightened police checkpoints and surveillance across the region. This policy aims to deter the distribution of cash used to influence voters—a persistent issue in past elections.

“This is the first time the Commission is implementing a money ban of this scale,” said Comelec Regional Director Dennis Ausan. “Possessing large sums of money alongside campaign paraphernalia is already grounds for a vote-buying case, even without evidence of distribution.”

Exceptions apply to those in professions that legitimately handle large sums, such as cashiers or company treasurers, provided they can show proof of employment.

The Philippine National Police, with support from the military and coast guard, is leading enforcement. Officers are conducting visual inspections and have been trained to identify suspicious behavior. Since January, more than 33,000 checkpoints have been held across Western Visayas.

Comelec also reminded the public of a liquor ban from May 11 to May 13, reinforcing the agency’s commitment to maintaining order and integrity during the election period.

Over 68 million Filipinos are expected to vote on May 12, choosing national and local leaders, including 12 senators, all 317 House members, and thousands of local officials.
