Russia Hits Brakes on Arms Race, Pledges Year of START Compliance

Russia has hit the brakes on a potential post-treaty arms race, with President Vladimir Putin pledging one year of voluntary compliance with the limits of the expired New START agreement. The unilateral move is aimed at maintaining global strategic stability and predictability.
In a televised statement, Putin stressed that Russia has no interest in escalating tensions. He explained the decision to cap deployed warheads at 1,550 and delivery systems at 700 as a necessary measure to “ensure an acceptable level of predictability and restraint” in a world without formal arms control constraints.
This commitment, however, requires a partner. Putin made it clear that Moscow expects Washington to reciprocate this gesture. He warned that the policy would be rendered non-viable if the U.S. were to take actions that disrupt the delicate “balance of deterrence.”
The Kremlin is also using this as a potential diplomatic lever. Putin suggested that this demonstration of restraint could help create an atmosphere “conducive to substantive strategic dialogue,” signaling that the path to better relations could begin with cooperation on nuclear security.
This one-year pause provides a crucial window for diplomacy. While it is a temporary measure, it prevents an immediate spiral of nuclear competition and gives both sides an opportunity to assess the new strategic reality and potentially return to the negotiating table.
