In a significant move to bolster ties, Singapore and Timor-Leste have signed a comprehensive cooperation framework aimed at enhancing collaboration in several key areas including economic development, healthcare, education, and regional affairs. The signing ceremony was attended by Singapore’s Prime Minister Lawrence Wong and Timor-Leste’s Prime Minister Xanana Gusmão during Wong’s official visit to Dili, marking the first visit by a Singaporean prime minister to the country. This framework sets up regular consultations between the foreign ministries of the two nations to address bilateral, regional, and international issues.
Economically, Singapore has reaffirmed its role as one of the major investors in Timor-Leste, with Singaporean companies actively seeking opportunities in sectors such as renewable energy and wholesale trade. Additionally, Prime Minister Wong announced that starting in 2027, Timorese workers will be allowed to seek employment in select sectors in Singapore, including construction and marine shipyards. This initiative is aimed at expanding workforce opportunities and further strengthening the ties between the peoples of both nations.
On the healthcare and education fronts, the cooperation framework outlines plans for joint efforts to enhance these sectors. Singapore’s National University Hospital is expected to collaborate with Timor-Leste’s Ministry of Health to improve workforce development and healthcare training. In the educational sphere, Singapore will contribute to developing leadership training programs for educators in Timor-Leste, fostering a stronger educational foundation.
Singapore’s support for Timor-Leste extends to the latter’s integration into the Association of Southeast Asian Nations (ASEAN). This includes expanded training programmes and assistance in preparations for Timor-Leste’s future role as ASEAN chair in 2029. The continued support underscores Singapore’s commitment to facilitating Timor-Leste’s inclusion in regional frameworks.
Highlighting the significance of the visit, Timor-Leste President José Ramos-Horta honored Prime Minister Wong with the Order of Timor-Leste (Grand Collar). This accolade recognizes Singapore’s enduring support for Timor-Leste’s development efforts and its journey towards ASEAN membership. The award reflects the deepening relationship between the two nations and Singapore’s pivotal role in supporting Timor-Leste’s aspirations on the international stage.
