Addressing Parliament on September 8, Wong highlighted the critical role that leaders of integrity, competence, and sound judgment play in ensuring strong institutional performance. He underscored the need for ministers to prioritize tasks, make strategic decisions, and shoulder the responsibility for complex choices.
Wong pointed out that while public service should fundamentally be a calling, adequate remuneration is a significant factor in drawing qualified individuals into politics. He cautioned that the demand for substantial personal and financial sacrifices might deter talented people from pursuing political careers. In response to a long-awaited review of salaries for political office holders and Members of Parliament, the government has agreed on necessary adjustments. Wong explained that these changes aim to keep compensation for political leaders in line with evolving circumstances.
The Prime Minister warned of the potential repercussions of weak political leadership, which could negatively impact the civil service’s quality. He noted that competent public officers require leaders they respect and can learn from, suggesting that chronic inadequate leadership might prompt capable officials to exit or shy away from challenging assignments. Wong stressed that while character is the primary criterion in ministerial selection, it must be matched by integrity, values, and a commitment to public service.
Moreover, Wong asserted that integrity alone is insufficient for effective governance. Ministers must also exhibit robust judgment, competence, and leadership skills to navigate the complexities of government successfully.
